NASBLA BOAT Program Recognizes Instructor of the Year
2017 Instructor of the Year Award

 

The National Association of State Boating Law Administrators recognizes the 2017 BOAT Program Instructor of the Year for his exceptional performance of duties and responsibilities within the NASBLA Boat Operations and Training (BOAT) Program. The 2017 Instructor of the Year Award was presented to Brian Spillman at the 2017 BOAT Program Instructor Conference in Las Vegas, Nevada.

 

Having been an instructor in the BOAT Program since 2012, Brian Spillman has made a significant impact on our Nation’s maritime capabilities and readiness through the delivery of over 17 BOAT courses including Boat Crew Member, Enhanced Vessel Operator, Tactical Operations and Pursuit & Stop courses.

 

“His dedication and teaching style exemplifies the true spirit of Partners on the Water as each student he teaches walks away with an understanding of the importance of the national standard of training, credentialing, and typing vessel operations, and the true interoperability across all federal, state, county, local and tribal jurisdictional lines,” said John Fetterman, NASBLA Deputy Executive Director.


Spillman has a strong grasp of the importance of NASBLA and the BOAT Program as a former Boating Law Administrator for the Louisiana Department of Wildlife and Fisheries, and after his retirement, as the Director of Homeland Security for West Feliciana Parish Sheriff’s Office and Joint Task Force 7. Spillman has been instrumental in the adoption of the BOAT Program in Louisiana and throughout the nation, expanding the BOAT program’s commitment to training all officers to a national standard. His instructional abilities have been a model for others to follow, and he has served as an inspirational leader and educator for NASBLA’s BOAT Program instructor cadre. Spillman’s dedication, commitment and devotion to duty is in the highest standing, and he exemplifies the epitome of a NABLA BOAT Instructor. He has directly contributed to the strategic goals of the BOAT Program and to the safety and security of America’s waterways.
