Mike Lathroum Earns Certified Recreational Boating Professional (CRBP) Certification

On February 18, 2025, K. Michael Lathroum of the Maryland Department of Natural Resources successfully passed the Certified Recreational Boating Professional (CRBP) exam, earning his CRBP certification. The National Association of State Boating Law Administrators (NASBLA) is proud to recognize Mike Lathroum as one of the latest professionals to achieve this credential.
Developed by NASBLA, the CRBP certification is a voluntary credential for recreational boating professionals, reflecting expertise, performance, and career accomplishments across key program domains.

Mike Lathroum began his career with the Maryland Department of Natural Resources (DNR) in 1989, following his graduation from Frostburg State University with a Bachelor’s degree in Recreation and a minor in Biology. He was initially hired as a park ranger at Gunpowder Falls State Park, including Hart-Miller Island, where he gained experience operating Boston Whalers. After 13 years, he transferred to Patapsco Valley State Park. In 2005, his ranger position, along with most law enforcement commissioned ranger positions, was merged into the Natural Resources Police. He was then assigned to the Howard and Carroll County patrol district, where he became the agency’s subject matter expert on reptiles and amphibians.

From 2014 until his retirement from law enforcement in 2019, Lathroum worked as an investigator in the criminal investigation section, handling complex cases, including serious and fatal boating incidents. After retiring from conservation law enforcement, he worked for the Department of Juvenile Services as an internal affairs investigator.

In 2022, Lathroum returned to DNR as the Boating Stakeholder Coordinator, where he collaborates closely with the Citizen Boat Act Advisory Committee to review requests for changes to boating regulations.
