Helmet Attachment Question

Does anyone know where to get flashlight and scope/monocular attachment fittings with the following specs for water rescue helmets?
    Desired specs:

    a) Glue attachment. Adjustable to the diameter of the flashlight/monocular.
Example: a rubber ring that can be expanded/contracted.
    b) Quick-release of the light/scope.
(The light/scope can be pulled out of the fitting attachment part on the helmet.)
Examples: a ball and socket. perhaps on something like the Gopro glue attachments.
Or something like the plastic/rubber quick-release parts of lanyards.
Scenario: if suddenly needing to stop to pull off the monocular in order to view something in the distance. And then quickly pop it back in the socket part of the attachment pasted on the helmet.

    c) but that will remain parallel to the waterline, i.e., the light/scope will not be spinning around or droop down to point to the water.

    Thanks.
