We have an e-ticket system in the Oklahoma Highway Patrol Marine Enforcement Section but I wouldn't really call it "portable" or "handheld" since it relies on 3 separate pieces of equipment - laptop, DL scanner, printer (4 if you count the cell phone for internet access). We've had limited success in using the system on our patrol boats - the main issue being connectivity to the internet. However, I saw a YouTube video where Austin, TX PD was using a handheld device made by Zebra (www.zebra.com) that looked more like what you may be looking for -
