Oklahoma has required documented vessels to be titled and registered since Noah was a deckhand. Your state is missing out on hundreds of thousands (if not millions over an extended period) of dollars in revenue. In our state, all documented vessels must comply with all federal vessel documentation requirements as well as display a current Oklahoma vessel registration decal. They are exempt from displaying the OK registration numbers (but not the annual/tri-annual state decal) so long as they comply with all vessel documentation requirements - certificate of documentation, vessel name and hailing port, proper display of documentation number, etc.
We have a vigorous vessel registration compliance program in our state and continue to have a great deal of success helping our boaters understand the registration process and its purpose. If your bill passes, and your tax people want details on our program I've got some folks that may be help them. They will have to be willing work together with their KFW officers to build a strong compliance program and someone to answer the phone who will have to wear "Milk Bone" underwear for a year or two.
