New York Life Jacket Wear Data

The U.S. Coast Guard has commissioned a National Life Jacket Wear Rate Observation Study every year since 1999. Each year the study has been conducted by the JSI Research and Training Institute and directed by Dr. Tom Mangione. The study conducts observations during the summer in 30 states to develop a statistically valid and reliable estimate of life jacket wear nationwide. Four observations are conducted in each state, with the exception of California where eight observations are conducted. The study does not capture enough data in each state each year to produce a statistically valid and reliable life jacket wear estimate for each state on an annual basis. However, the Dr. Mangione feels that enough data has been collected over the years to provide this report and the Office of Auxiliary and Boating Safety thought that some might find it useful. Some data cells for a state may still be based on relatively few boaters observed (under 50) for that particular data point. Because of this low sample size, please exercise caution when interpreting these data because of potential unreliability.
