National Invasive Species Outreach Campaign Assessment

This report evaluates the effectiveness of national, regional, state, and local aquatic invasive species outreach campaigns in influencing the behaviors of water-based recreationists across the United States. Based on a 2022 survey of more than 5,000 anglers, boaters, paddlers, divers, snorkelers, and waterfowl hunters, the assessment examines public awareness of invasive species, knowledge of prevention laws, motivations for taking protective actions, participation in recommended practices, and perceptions of existing outreach campaigns.

The report identifies key barriers to behavior change, evaluates the effectiveness of campaign messaging, and offers evidence-based recommendations for improving future outreach efforts. Topics include campaign recognition, audience segmentation, communication strategies, state and national campaign comparisons, and practical guidance for developing messages that encourage recreationists to prevent the spread of aquatic invasive species. This resource is intended for boating and aquatic resource agencies, educators, outreach professionals, and organizations developing invasive species prevention campaigns.
