NASBLA Welcomes Phoebe Wallace as New Education Director

After a rigorous benchmarking, application and hiring process, the National Association of State Boating Law Administrators (NASBLA) has selected Phoebe Wallace as its new Education Director. Wallace will assume the role beginning March 9, 2026.

Wallace brings a diverse background in on-water operations, public service and boating safety leadership. She grew up in Boise, Idaho, where she spent much of her time enjoying the region’s inland reservoirs, rivers and high mountain lakes. After earning her bachelor’s degree in Boise, she moved to Maui, Hawaiʻi, where she worked as a deckhand and first mate on snorkel and whale watch tour boats for nearly five years. During that time, she earned her 100-ton Master Merchant Mariner Credential (captain’s license).

In 2018, Wallace returned to Boise and began her career in Idaho state government. She initially worked in aquatic invasive species and noxious weed survey and management before transitioning into public relations. In 2022, she was selected as Idaho’s Boating Law Administrator.

On Feb. 22, 2024, Wallace passed the Certified Recreational Boating Professional (CRBP) exam, earning her CRBP certification. The CRBP certification, developed by NASBLA, is a voluntary credential for recreational boating professionals that encompasses knowledge, performance and career achievements across specific program domains. The credential reflects Wallace’s professional expertise and commitment to advancing recreational boating safety.

Wallace is passionate about providing safe and plentiful access to boating opportunities and sharing her love for being on the water. Her professional experience — spanning maritime operations, environmental stewardship, communications and state-level boating safety leadership — uniquely positions her to guide NASBLA’s education programs and initiatives.
