NASBLA Celebrates Pamela S. Dillon’s Induction Into Ohio Natural Resources Hall of Fame
The
National Association of State Boating Law Administrators (NASBLA) congratulates Pamela S. Dillon on her induction into the Ohio Natural Resources Hall of Fame. The honor recognizes a distinguished career that began with the Ohio Department of Natural Resources (ODNR) and grew into decades of leadership and service in boating safety, education, paddlesports and natural resources.
Dillon began her career with ODNR in 1976 and became a state watercraft officer in 1977. She went on to serve as chief of the Division of Watercraft and as Ohio’s boating law administrator, establishing herself as a leader in boating safety and education at both the state and national levels.
During her tenure with ODNR, Dillon made a lasting impact on Ohio’s boating programs. She helped develop the state’s River Rescue Training Program, which the American Canoe Association identifies as the first state-sponsored program of its kind in the United States. She also created Ohio’s boating education grant program and developed boating safety education initiatives that helped position Ohio as a leader in the field. Her work in Ohio laid the foundation for the national leadership roles that followed.
Dillon became the first woman to chair the National Safe Boating Council, serving from 1991-93, and later served as executive director of the American Canoe Association from 2002-07. In 2005, she was appointed to the National Boating Safety Advisory Council, where she served as a public member through 2011. Dillon was inducted into the National Safe Boating Council’s Hall of Fame in 2006 and has received numerous other honors throughout her career, including the NASBLA John M. Johnson Lifetime Achievement Award and the U.S. Coast Guard Distinguished Public Service Award.
Dillon joined NASBLA in 2011 as education and standards director, bringing decades of experience in boating education and program development to the association. During her time with NASBLA, she helped advance national boating education standards and other educational initiatives, staffed the National Boating Education Standards Panel and NASBLA’s Education and Outreach Committee, and contributed to waterway management and professional training efforts.
In 2014, Dillon led NASBLA in achieving recognition from the American National Standards Institute (ANSI) as an accredited standards developer. Her significant contributions to boating education were further recognized in 2019 when NASBLA renamed its Boating Educator of the Year Award the Pamela S. Dillon Boating Educator of the Year Award.
Dillon’s induction into the Ohio Natural Resources Hall of Fame is a well-deserved recognition of decades of service to Ohio and the broader boating community. From her early days as a state watercraft officer to her leadership of organizations and programs across the country, she has made a lasting difference in boating safety and education.
