The National Association of State Boating Law Administrators (NASBLA) recognized the 2020 BOAT Program Instructor of the Year for his exceptional performance of duties and responsibilities within the Boat Operations and Training (BOAT) Program. The 2020 Instructor of the Year Award was presented to Jay Chesser at this year’s BOAT Program National Instructor Development Workshop held in Lexington, Kentucky.

In addition to his success as a Florida Fish and Wildlife Conservation Commission Officer, Jay Chesser has been instrumental in the growth and success of NASBLA’s BOAT Program since its inception. Chesser has been a NASBLA Lead Instructor for over 12 years, overseeing the delivery of more than 70 NASBLA courses across the country, and training over 1,200 students in the National Standard of Training. Chesser is one of the longest standing credentialed BOAT Program Instructors in the nation.

“Jay Chesser is a role model and mentor to our entire instructor cadre," said Dave Considine, BOAT Program Director. “His enthusiasm is infectious and he has had a tremendous impact on the students that he has taught over the years.”

Chesser has served as an inspirational leader and educator for NASBLA’s BOAT Program instructor cadre. He has gone above and beyond in his role as a NASBLA Lead Instructor, volunteering to lead triennial course reviews to ensure the course curriculum is up-to-date and complete, as well as to teach the new curriculum. Chesser’s innovative approaches to teaching course curriculum have been adopted program wide. 

Jay Chesser has been a staunch proponent of the NASBLA BOAT Program and has fostered the spirit and mission of true interoperability across all local, state, federal, and tribal jurisdictional lines. Chesser’s dedication, commitment and devotion to duty is in the highest standing and is the epitome of a NABLA BOAT Instructor. He has directly contributed to the strategic goals of the BOAT Program, and to the safety and security of America’s waterways.
