The National Association of State Boating Law Administrators (NASBLA) is excited to welcome Cindy Bellar, the new Boating Law Administrator (BLA) for the state of Ohio.

Cindy Bellar is a Natural Resources Administrator with the Ohio Department of Natural Resources (ODNR), Division of Parks and Watercraft where she oversees mandatory boating education, boating safety education and marine patrol grants, as well as marine law enforcement and rescue training.

During her 26 years at ODNR, Cindy has served as an intern, officer, specialist, law enforcement coordinator, education manager, watercraft law enforcement administrator, staff lieutenant, and captain. The experience and knowledge she gained during her service will serve her well as she assumes the role of Ohio’s Boating Law Administrator.

Cindy’s passion for boating education, safety and training is evident through her participation in various projects that impact these areas nationally. She served on the NASBLA Education and Outreach Committee from 2010-2016. During this time, she worked with the National Safe Boating Council and other boating instructors to develop and launch the Essentials of Close Quarters Boat Control and Open Water Boat Control Courses.

She also worked with the NASBLA Enforcement and Training Committee to develop the NASBLA Officer Water Survival train-the-trainer curriculum. She and her ODNR co-workers delivered the first three train-the-trainer courses around the country to sixty marine patrol officers.

A graduate of Hocking College, Cindy received an Associate of Applied Science Degree in Recreation and Wildlife Management in 1988. She earned a Bachelor of Science Degree in Parks and Recreation Administration from The Ohio State University in 1991.
