Nancy Alice Hamner Jamerson, 82, of Richmond, Virginia, passed away peacefully on Tuesday, December 13, 2022. She was preceded in death by her husband, Garnett M. Jamerson; and her parents, Earl Henry Hamner Sr. and Doris Marion Giannini.
Nancy was born March 27, 1940, in Nelson, Virginia. The youngest of eight children, Hamner had five brothers and two sisters. Nancy was portrayed as the youngest Walton child named “Elizabeth” from the TV show, The Waltons
, which was written by her oldest brother, Earl Hamner, Jr. On November 25, 1967, Nancy married the love of her life, Garnett Melvin Jamerson, in Schuyler, Virginia.Nancy worked for the Commonwealth of Virginia from 1957 until her retirement in 1999. Since 1975, she managed boat registration and titling. Nancy’s work on the numbering and titling of boats over the years set the standard for others to follow and she was the author of several NASBLA model registration and titling procedures. In 1981, she was named the boating law administrator for the Virginia Department of Game and Inland Fisheries. Nancy was instrumental in implementing the Virginia Watercraft Titling Act in 1982 and the Watercraft Dealer Licensing Act in 1989.
Nancy was president of the Southern States Boating Law Administrators Association in 1985. She was also an active member of NASBLA’s Vessel Identification, Registration and Titling (VIRT) Committee from 1981-1999, and chaired the committee in 1988, 1994 and 1995. In 1986, she served as Secretary-Treasurer of NASBLA.
Nancy instituted the first national workshop to encourage uniform titling of vessels in all states, thereby benefiting boaters across the country. In 1999, Nancy received NASBLA’s Lifetime Achievement Award.
Nancy is survived by her brother, Paul Hamner; and many loved nieces and nephews.
