Delaware Names New Boating Law Administrator

The National Association of State Boating Law Administrators (NASBLA) is pleased to welcome Chief Wayne Kline as Delaware's new Boating Law Administrator (BLA). 

Chief Wayne Kline is a 30-year veteran of the Delaware Natural Resources Police. For the past 16 years, he has served as the Chief of Enforcement for Delaware State Parks.

In July 2024, Chief Kline was appointed by the Secretary of the Delaware Department of Natural Resources and Environmental Control (DNREC) to oversee a comprehensive reorganization of the Delaware Natural Resources Police. This restructuring unified the agency’s three former enforcement divisions—State Parks, Environmental Crimes, and Fish and Wildlife—under one unified command structure.

In his current role, Chief Kline oversees 75 sworn Natural Resources Police Officers and 55 seasonal patrol officers. He also manages specialized units including K-9 teams, drone operators, an honor guard, and critical incident stress management (CISM). His responsibilities further include overseeing a fleet of 28 patrol vessels, as well as leading efforts in accreditation, budgeting, and community outreach.

Chief Kline serves on the Board of Directors of the International Association of Chiefs of Police (IACP), chairs the IACP Environmental Crimes Committee, and is a member of the Delaware Association of Chiefs of Police Executive Board.
