Developed by NASBLA, the CRBP certification is a voluntary credential for recreational boating professionals, reflecting expertise, performance, and career accomplishments across key program domains.
In his current role, Francis represents the State of Connecticut within NASBLA and is a 2019 graduate of the NASBLA RBS Leadership Academy. He has contributed to several NASBLA ad hoc committees and currently chairs the Waterways Management Task Force. He is also an active member of NASBLA’s Northern Caucus, supporting regional awards and scholarship review efforts.
Prior to joining the Boating Division in 2019, Francis worked in DEEP’s coastal zone management regulatory program. He also served on the Environmental Protection Agency's (EPA) Long Island Sound Study Management Committee, the Connecticut Sea Grant Senior Advisory Board, the New England Regional Dredge Team, and the Northeast Regional Ocean Council. Earlier in his career, he gained experience as a NOAA Fisheries Observer in the Bering Sea and through research roles with DEEP’s Fisheries Division, NOAA’s National Marine Fisheries Service, and Mystic Marinelife Aquarium.
Francis holds a bachelor’s degree in environmental studies from Connecticut College, with additional scientific training at the University of Alaska Anchorage and executive management coursework at the University of Connecticut.
