2025 NASBLA Annual Report
The National Association of State Boating Law Administrators (NASBLA), a national nonprofit, 501(c)3 organization that works to develop public policy for recreational boating safety, has released its 2025 Annual Report. The report covers a variety of accomplishments achieved by NASBLA and its members, stemming from NASBLA policy committees, grant projects, annual events, national awards and more. NASBLA represents the recreational boating authorities of all U.S. states and territories.

"Each year brings its own challenges and opportunities, and 2025 has been an exceptional year in NASBLA’s 65-year history," said Thomas Guess, NASBLA chief executive officer. "This year, we strengthened partnerships, launched new programs, and continued our focus on boating safety and education. From expanding the BOAT Program and publishing updated national training standards to hosting our Annual Conference and recognizing the accomplishments of our members, NASBLA remains dedicated to advancing recreational boating safety and supporting our mission nationwide." 

Some of the top achievements highlighted in this report include the appointment of Thomas Guess as NASBLA’s new executive director and CEO, the launch of the National Paddlesports Committee Honors (NPCH) Program recognizing paddlesports safety advocates, and the completion of the third and final BUI Prosecution Grant in partnership with the National District Attorneys Association.

Additional accomplishments include the transition away from association management services to focus on member needs, publication of a new American National Standard for boating incident investigations, and continued growth of the NASBLA Boat Operations and Training (BOAT) Program, which surpassed 35,000 certificates issued.

The Annual Report offers a comprehensive overview of NASBLA’s key initiatives, campaigns, and core competencies, demonstrating their alignment with the association’s strategic objectives. It features summaries of ongoing efforts, including Operation Dry Water (ODW), the BOAT Program, the National Boating Standards Panel, and more.
