Puerto Rico Names New Boating Law Administrator

Angel L. Rodriguez

The National Association of State Boating Law Administrators (NASBLA) is excited to welcome Angel L. Rodriguez as Puerto Rico's new Boating Law Administrator (BLA).

Rodriguez brings more than two decades of maritime, boating safety and public service experience to the role. He retired from the U.S. Coast Guard after 23 years of active-duty service and previously served as Puerto Rico's Boating Safety Educator and Boating Law Administrator with the Puerto Rico Department of Natural and Environmental Resources through the end of 2012.

Following his initial tenure with the department, Rodriguez served as Safety and Security Manager at Marina Puerto del Rey, then the largest marina in the Caribbean with approximately 1,000 wet slips. He later worked with the U.S. Department of Veterans Affairs' Veterans Benefits Administration call center before serving as a regional technician for the U.S. Census Bureau from 2019 to 2021.

In 2021, Rodriguez became Marina Operations Director for the El Conquistador Resort Marina, where he oversaw marina and passenger vessel operations while ensuring compliance with U.S. Coast Guard regulations.

Rodriguez has now returned to the Puerto Rico Department of Natural and Environmental Resources as the territory's Boating Law Administrator, where he continues to advance recreational boating safety and strengthen partnerships throughout Puerto Rico.
