This report provides an independent technical assessment of SAFL Project Report No. 611, A Field Study of Recreational Powerboat Hydrodynamics and their Impacts on the Water Column and Lakebed. The author reviews the study's methodology, findings, and policy recommendations, with particular attention to the scientific basis for the report's recommendation that wakeboats operating in surfing mode maintain a minimum water depth of 20 feet. The assessment also acknowledges strengths of the original study, including its instrumentation, data collection methods, and transparent discussion of study limitations. 

The report examines the empirical evidence presented in the original study, compares its findings with other published research on recreational boat hydrodynamics and sediment resuspension, and discusses the role of natural processes such as wind driven wave action in lakebed disturbance. It also evaluates the study's vessel comparisons, hydrodynamic analyses, and potential policy implications, offering an alternative interpretation of the available scientific evidence for researchers, waterway managers, and policymakers considering recreational boating regulations.
