Puget Sound has been designated a No Discharge Zone, where sewage from vessels whether treated or not cannot go into the water. Boat owners are required to comply with the No Discharge Zone rule. While regulation alone may succeed in changing behavior in some situations, relying solely on the force of the law may not be best practice. So how can you make regulation work? How do you get compliance without always using a stick? While enforcement has a vital part to play in any regulation, positive motivations, shaped by social marketing research helps improve understanding and enhance compliance. This presentation will discuss how we developed a behavior change program that motivates boaters to pump out and not.
