Report of Certificate of Numbers
Out with the old, in with the new. The U.S. Coast Guard has received final approval for the "Report of Certificates of Numbers Issued to Boats" (CGHQ-3923) required by 33 CFR §174.123, due before March 1, 2024. For CY 2023 reporting, only the revised form CG-3923 from 11/23 will be accepted. When filling out the new CGHQ-3923, notice that it contains only the terms authorized by 33 CFR 174.19. If your state has not yet adopted the “new” terms, an explanation will be needed showing the crossover terms and how the state is recording these vessel types on the new form. Please reach out to your RBS Specialist if you have any questions.
This report is used for statistical data needed to meet other Recreational Boating Safety (RBS) program reporting requirements, such as the annual Boating Statistics publication and for other boating safety initiatives. To capture the total number of registered vessels in your state, please include the number of boats registered (that receive a state registration decal) as well as those boats that are required to be numbered in accordance with 33 CFR Parts 173 and 174.
