Prepared for the U.S. Bureau of Reclamation, this study evaluates the recreational carrying capacity of Idaho's Ririe Reservoir to support long term recreation planning and resource management. The report examines four dimensions of carrying capacity: ecological, spatial, facility, and social. It assesses developed recreation sites, reservoir boating activity, and dispersed shoreline recreation areas to determine whether existing and projected recreational use can be accommodated while protecting natural resources, maintaining visitor experiences, and supporting public safety.

The study documents data collection methods, visitor surveys, facility and boating use analyses, and management recommendations for Juniper Park, Blacktail Park, Benchlands Park, Ririe Dam, and the reservoir's surface waters. It also compares boating density standards and Water Recreation Opportunity Spectrum classifications to evaluate boating capacity, concluding that while overall recreation use was approaching capacity in several key areas, it had not yet exceeded acceptable levels under normal conditions. The report serves as a practical reference for agencies and waterway managers conducting recreation carrying capacity assessments or planning future recreational development and facility improvements.
