This white paper evaluates the scientific evidence surrounding wake boat regulation, with a focus on shoreline erosion, wave energy, sediment resuspension, aquatic invasive species, boating safety, and regulatory enforceability. Drawing on peer-reviewed literature, statistical analyses, hydrodynamic principles, and multiple wake studies, the report examines whether wake boats create environmental impacts that differ significantly from other common recreational boating activities when operated responsibly.

The assessment reviews wave height and wave energy data, hydrodynamic operating regimes, setback distances, depth recommendations, and comparisons with other vessel types. It also discusses existing state regulatory approaches and presents the author's analysis of the scientific evidence supporting a statewide, science-based framework for wake boat operation.
