Boating Skills & Seamanship is still avialable, I'm remembering that AUX elected not to pay the costs to renew its NASBLA certiification.
You can teach a NASBLA compliant boating safety class, such as Boat America or a state course, then use the materials available in the member only section of the E-Directorate/Public Education part of the AUX website. All the teaching materials are there, and the books/tests can be ordered from AUXCEN.
From the AUX perspective, any member qualified as an instructor, could teach the class.

Aloha -
I am the Flotilla Commander of USCG AUX 140-03-13 (Oceania District), here in Kailua-Kona, Hawai'i.
"We" (the USCG AUX) used to teach an extensive 3-4 day class called "Boating Skills & Seamanship" to the boating public, which was also certified as a mandatory class for Marine Safety Professionals. I believe McGraw-Hill was the publisher of the Course materials. We haven't taught the course (that I am aware of) however, since at least 2024, if not long or before that.
I was recently contacted by the Battalion Chief of our local County FD / Ocean Safety Division, however, looking for a similar (certified) course in order to qualify new recruits that they are anticipating. I am having one heck of a time trying to find a comparable course with a current instructor, however, to connect with them.
Any suggestions would be greatly appreciated - mahalo
