I agree with the no fee registration. We try and hand out as many of the Coast Guards If Found stickers as we can but obviously have more work to do to do. The ACA one with the QR code sounds very interesting. In NY if you want to fish in saltwater you have to sign up for a free registry, so I wonder if you use that principal for making all non-motorized vessels have the ACA sticker and that information goes into the DMV data base with no fee.

The USCG and the American Canoe Association (ACA) produce "If Found" stickers for paddlecraft. The first version is an approximately 3" x 5" orange sticker on which the owner writes their contact information. The second is an approximately 1.5" circle with a QR code which says "Scan if Found." The owner "registers" the boat by filling out the information for the QR code. Both stickers have been free. I obtained the first from the UCG Aux, the second from the ACA. I have one on all 16 of my kayaks.
Non-motorized boaters are happy to comply with this form of "registration" (If I can speak for boaters in general). The issue is when you do a typical registration system where you have to add bureaucratic management and then charge for the unwanted service. I've not seen a motor boat owner with more than two boats, other than a livery. I know multiple kayakers who own more than four and many that own eight or more. Just say no to bureaucracy fees.

New York does not have a requirement for non motorized boats to be registered either but it is an interesting thought. We have seen an increase in unmanned adrift non-motorized vessels such as kayaks and paddle boards in my area. It has resulted in us conducting search patterns at the request of the Coast Guard. If there was some type of registration system it could potentially alleviate that.

I recently started as Wisconsin's BLA and I am conducting research regarding requiring registration for non-motorized small boats (canoes, kayaks, SUPs, etc.). I am trying to get a sense of if other states have implemented this type of regulation and what their experiences have been. Below are some of my questions:
- If you have a requirement like this, does your state see a high level of compliance?
- What does it cost to register a non-motorized boats of this type in your state?
- How do you handle registering non-motorized boats without HIDs?
- How do you handle registration for things like summer camps, etc. that have large fleets of these types of vessels?
- Do you have any special carve-outs in law that allow people to pay a lower registration fee if they only use that small boat on one body of water (i.e. a "home lake" rule)?
