I'm working on a presentation to a boating group about boater safety education. 

I'm trying to track down a list of states that require ALL operators of powerboats to have a boater safety class. In otherwords, states other than ones where there is an age based test. 

I've come across: DC, NJ, NY & VA. 

Are there others?

RI requires operators of PWC regardless of aged to have a boating education card.  We have an age requirement for other motor boats though.

California requires all operators of motorized vessels (including PWC and sailboats), regardless of whether the engine is the principal source of propulsion.
