The National Boating Standards Panel produced this draft Standard in collaboration with the K-12 Standard Workgroup, a group of subject matter experts. This Standard is being produced with funding from a U.S. Coast Guard National Nonprofit grant.
The goal of this Standard is to educate and empower the K-12 audience to choose, use, and wear a PFD correctly. The U.S. National Water Safety Action Plan includes such a priority through one of its objectives: "Develop and implement national minimum education standards for teaching life jacket fit, type, and style; when to wear; and demonstrations to include practice fitting and use for both boating and non-boating water recreation."
This Standard is intended to be used for instruction in classrooms, camps, or any other setting, including in-water. It is not meant to replace other water safety courses or swimming lessons; this Standard will complement other instructional classes and further increase water confidence and competence.
